Free Trade School Programs by State 2025: Where Vocational Training Costs Nothing
Believe it or not, you can attend trade school for free in many U.S. states. Between state-funded programs, WIOA workforce grants, and programs specifically designed to fill critical skill shortages, thousands of Americans complete vocational training each year with zero out-of-pocket cost. This state-by-state guide breaks down the best free and near-free trade school opportunities across the country.
Georgia: HOPE Career Grant — Full Tuition at TCSG Schools
Georgia's HOPE Career Grant is one of the most comprehensive free trade school programs in the nation. It covers full tuition for students enrolled in high-demand programs at any Technical College System of Georgia (TCSG) school.
- Eligible programs: Electrical Technology, HVAC, Plumbing, Welding, Medical Assisting, Nursing, Automotive, Cosmetology, and more
- Requirements: Georgia resident; U.S. citizen or eligible non-citizen; no minimum GPA required
- Can be combined with Pell Grant for living expense assistance

With 22 technical colleges across Georgia and tuition at ~$89/credit hour fully covered, this is arguably the best vocational education deal in the country.
Tennessee: Tennessee Promise & TCAT Free Tuition
Tennessee has made vocational education essentially free through a combination of programs:
- Tennessee Promise: Last-dollar scholarship covering tuition at Tennessee Colleges of Applied Technology (TCATs) for recent high school graduates
- Tennessee Reconnect: The adult version — free community and technical college tuition for adults without a degree; no age limit
- Combined, these programs make trade school at any TCAT free for the vast majority of Tennessee residents

Oregon: Oregon Promise
Oregon Promise covers community college tuition for recent high school graduates. Many Oregon community colleges have vocational programs in HVAC, welding, automotive, healthcare, and more. Oregon's community college tuition is already among the lowest in the West, making this grant nearly fully covering in many cases.
New York: Excelsior Scholarship (Community Colleges)
New York's Excelsior Scholarship covers community college tuition for students from families earning under $125,000/year. California: California College Promise Grant
The California College Promise Grant (formerly the Board of Governors Fee Waiver) eliminates enrollment fees at California community colleges for eligible students. Since CCC tuition is already just $46/credit unit, this makes trade programs at California's 116 community colleges essentially free for low-to-moderate income students.
Indiana: Workforce Ready Grant
Indiana's Workforce Ready Grant covers full tuition for short-term, high-value certificate programs at Ivy Tech Community College and Vincennes University. Eligible programs are in high-demand occupations including healthcare, manufacturing, IT, and construction trades.

Kentucky: Work Ready Kentucky Scholarship
Kentucky offers free short-term technical training for adults 18 and over at any Kentucky Community and Technical College System (KCTCS) school. Eligible programs are in high-demand industries including healthcare, advanced manufacturing, IT, and transportation.
Arkansas: WIOA-Funded Programs at Skill Centers
Arkansas Career Centers operate across the state and offer free vocational training to eligible workers funded through WIOA. Programs include medical coding, CNA, welding, CDL, and more.
WIOA: Free Training in Every State
Regardless of what state you're in, the Workforce Innovation and Opportunity Act (WIOA) provides free training for eligible workers through the American Job Center network. To qualify:
- Dislocated workers (recently laid off)
- Low-income adults
- Youth ages 14–24 facing barriers to employment

The program must be on your state's Eligible Training Provider List (ETPL) to qualify for WIOA funding. Ask your American Job Center case manager for the list of approved programs in your area.
Trade Adjustment Assistance (TAA)
If you lost your job due to imports or outsourcing, you may qualify for Trade Adjustment Assistance (TAA). TAA provides free retraining, job search assistance, and income support while you complete training. Contact your state's workforce agency to apply.
Employer-Sponsored Free Training
